That one up by the outlet is the safety pressure relief valve, it protects you from having the tank over pressured if the pressure switch sticks in the on position! Fomogo is showing you a tank drain valve that is common on air brake systems for big trucks, they work very well to bleed off condensate.

does this replace the valve on the bottom of the tank or the one up by the outlet?
Goes in the bottom and the cable hangs up on the side. A little pull and the pintle lifts off the seat and expels air/moisture. Do it every time you turn the compressor on and there is never enough moisture to actually need to catch it. An old baking pan with some kitty liter can be left under it to catch the dribble.
