edger motor

I have a 3.5 Briggs motor i plan on building a stand up scooter around. It's off of an edger with the "pulsa jet" style carburetor i guess its called. Is this carb suitable for variable throttle/rpm use? I'm new to small engines, but not to engines in general. What is typically the max rpm with the governor in place? And does the governor just limit the butterfly from reaching wide open?

The car should be ok for your application. The max rpm with the governor is roughly 3900rpm. The governor will allow the butterfly wide open until it reaches the governed speed, then it will slowly close the butterfly so the engine speed does no go over that. Well thats how its ment to work.
