Hilltopper stupid question?

It's been a long time since I had a mini bike but I don't remember it being that hard to push. Remember when I was a kid running out of gas or breaking down and walking the bike home. Would of never been able to walk home the way this bike is.

Is it suppose to be super hard to push? I was only able to ride this Heathkit Hilltopper bike for like 30 secs when I first bought it a few months back. Engine ran like crap and very slow (in process of engine work posted in another thread)

Rear brake is ok and not stopping jack shaft from turning. From what I can see the front brake operation seems good and pads seem to be releasing but not 100% sure?

Lubed all bearings, bushings, etc.

Also saw some black dirt from the belt when I took the belt cover off. Not sure if related to being hard to push?
