You are missing the linkage rod that goes to the governor mechanism. Do you have the rod that goes from the governor to the carb?

The linkage rod is there and working. Machine runs but the current way I have it set up doesn’t always release the throttle as quickly as it should. If I put a longer spring on it it get a little tight to turn with the twist throttle.

your setup is complete and all there at the throttle control. The compression spring between the cable adjuster and bellcrank is an add on though.

A bind on the PTO side/governor setup or long rod from lower bellcrank to gov may have a problem or the linkage rod on the top going from Gov to carb if sloppy can move and sometimes bind/rub on the cast in tab that holds spring tension on the throttle shaft spring. The bottom long rod can also bind/rub on parts going across the engine, like if its bent or a little out of whack it can rub on the breather tube, They can also bind in the hole it goes through etc.. you also have a very short throw for throttle movement on those if the governor spool assembly is still in the engine, and its very hard to "tune out" the gov on those compared to a small frame engine. when you focus on getting more WOT, it will not want to go back to a safe idle well if at all becuase you take out all the play to try and get more movement etc..
