I recommend connecting the external gov. arm to your throttle linkage (without tightening the arm), then draining the oil and opening up the crankcase to make sure the two governor arms are positioned perfectly while the throttle moves back and forth. If that internal gov. arm isn't positioned...

Post pics of your current linkage, so we can see how the throttle cable connects to the carb. The problem may be your return spring.

The engine is only a few months old, less than a couple hours on the engine. The carb bowl still looks clean. If I can't figure out this issue I think I'm going to buy a new mikuni carb.

There are two ways you could go about this. Is the governor wheel still inside the engine? Or does that hole just have a bolt in it?
