He doesn't live far from me. I wonder if the bar was put there because someone bent the bars or stripped them out.

Back in those days people used to "beaf things up" before they had a problem. Could be the case here.

I remember my dad putting gussets on my Taco up near the headstock when he was building mine in the 70s.
