Could use a little help identifying this mini. It looks like at vintage rupp. Previous owner has definitely done some modifications to it. Any help would be appreciated as I want to bring it back to original.

No idea what it is. I would definitely fix those handlebar mounts they look very sketchy.

Oh first thing is handle bars and reweld the pegs back on.
