You could find a carb on Amazon by searching for a 196cc carb. Just make sure you choose one with the fuel shutoff on the carb. If I needed a stock carb for a 196 this is the one I would get. DJ-1225R Carburetor, Stock RuiXing - ARC Racing
For the linkage you need to understand why it is not there in the first place. Did someone remove it because they removed the governor? You do not want to run the stock linkage without a functioning governor unless you are 100% sure of what else it takes to do so. This is a safety issue.
