CT200u EX pull start won't pull.

Hello everyone,
Sure could use some help. My son was riding his bike and left it on outside. When he came back the bike was off and he could not restart due to pull start being stuck. We took the cover of the pull start off and it seems to be working. Hope it's not the engine. Any suggestions?

I had this happen to my Briggs and Stratton.
Put a new key in the flywheel and it hasn't happened since.
