Ct200u Not Starting

My 2016 Coleman Ct200u hasn’t started for the past 2 days. It ran fine before but it wouldn’t start after I turned it off during a ride. Since it stopped working, I put new gas in it, replaced the oil, changed the spank plug, and cleaned the carb all in hopes of fixing it but no result. When I try starting it when kill switch is on and off it makes the same noises when I pull (like a clugging sound). I confirmed that the spark plug works. I’ve tried watching videos but none seem to have my problem. I’m new to minibikes so I would greatly appreciate any help.

I think we need more information. Is it all stock? How was it running last time you rode it? What did the oil look like when you drained it?
We'll get you going again if you can answer some questions so we can make some educated guesses. It's usually something simple.
Is the gas turned on?;)

Everything is stock on it. The oil was black when I drained it. When it last ran, it seemed as though the engine was “breathing” in repetitions when I went max speed on it, not in a good way. When I’ve tried starting it up, I made sure gas, choke, and kill switch were on. I read in a previous discussion of their being an air leak on someone’s bike which was the issue and I’m trying to see if that is also my issue.

You stated you cleaned the carb...did you take the float bowl off?
More than an air leak, I suspect you are suffering from a clogged jet in the carburetor or no fuel actually entering the fuel bowl.

I think what you describe as "breathing" is actually "surging" or a lean condition at higher RPM.

Does the rope come out, or does the rope pull back against you?
I would take the bowl drain plug out, turn the fuel on and see if fuel comes out.
Then, I would spray some gas or starting fluid in the carb and see if it starts with that.

The rope for the pull comes out fine, no issue with it. Is the bowl drain plug the little silver dome on the carb where the gas enters it? Sorry I’m very inexperienced with this kind of stuff.

the bottom of the bowl has a bolt in the center of it, holding the bowl on. MOST of them have another bolt off to one side. That would be the drain. With your fuel turned off, remove the drain bolt/plug and look at the gas that comes out. Not muddy water, is it?
Now, turn the fuel valve on. Does clean gas come out of the bowl drain? ( The BOWL is the silver dome under the carburetor. If you cleaned out the jet, you had to remove it.)

BINGO! The engine thinks it is out of gas. Is there a little bowl below your fuel cutoff valve? if there is, remove it and see if it is full of trash, and check for fuel flow. If not, start CAREFULLY removing fuel hoses until you hit gas.
EDIT> I see you already removed the sediment bowl below the cutoff valve. You have a fuel restriction between the tank and the cutoff valve.

Have you ever had the fuel tank off the engine? Did the gas hose get pinched or folded?
I have seen those cutoff valves swell shut and not turn on anymore. Fuel in the hose, but no fuel out of the valve.

I’m not aware of the fuel tank ever getting removed. I had pinched the gas hose when the bike first stopped working as I had to remove it to clean the carb. Yeah fuel is in the tube but doesn’t get to the valve

I would pinch off the fuel hose, remove the cutoff valve, take it apart ant try to see what's wrong. Fix it or replace it.
