Govenor

I'm trying to finish a project I was given. The bike I learned thanks to this site is a Sears mini bike frame, engine # H35 45281h, 3.5 hp. I also learned from this site it was a snowblower engine. My question is that concerning the govenor rod they have hooked to the throttle and butterfly. Does the govenor have to be hooked up on a minibike or can I bypass it being it's not used as a snowblower to engage under heavy loads? The way it's set up now, the govenor is two thirds engaged and when I open the throttle all the way, the govenor is opened all the way. The govenor has a longer swing than the throttle. If I can eliminate the govenor, I would like some imput on a reguar minibike throttle set up. Thanks.
