How are the Thomas minis gas tanks mounted, specifically the Wacki Chooper?

I'm not familiar with your bike so I don't know how the tank gets mounted (large hose clamps?).
In answer to your question of how to hook up the fuel line, there are a number of options offered on ebay. The black rubber bushing gets pushed into the existing hole in the bottom of your tank and then the valve gets installed into the bushing hole, causing it to expand which keeps the valve in its place and not let gasoline to leak.

That’s great, already looked it up, now I can see on the tank an outline of where a grommet was originally

I got lucky looking for general pics of Thomas bikes!
Think I’ll make my own, just not sure what material to use??

You might try flashing like roofers use. I know you can get copper and aluminum but I think it also comes in stainless steel.

I did notice that too, didn’t know what it was till I found the pic of the straps

I heavy leather belt would be easy to cut, and it might look interesting.

The plastic tank used the band.
The metal tanks just bolted into the two holes on the frame.

lol, that’s exactly what I was thinking. Maybe a metal ring around the filler neck, and have the two leather bands attached to the ring, I would get rid if the clip and just have the strap connect directly to the ring on opposite sides

Interesting. I have not looked closely, but I was more thinking about a metal ring pressed (or hammered) into the hole around the the filler neck and some type of buckle or cinch underneath the tank. Either wat, it would be nicer than a metal band.

Your idea looks much easier to do.
