It does appear to be a LiL Indian with some modifications. On the head tube, it appears they must have added a plate to the triple tree as well as welded in a larger head tube. The scrub brake mounts look like an add on. Be interesting to see the motor plate. If it wasn't cut and moved, it looks like it could have been a Briggs 5hp frame.
