Old techumseh 3.5

I found a old techumseh 3.5 that says toro on it on a dark red mini.The front wheel is turned in rather than out any ideas what it is.Also the motor has a small lever just above the rear filler plug anyone know what it is for.

Sounds like High Speed Forks and a Governor Arm to me.:laugh:
