early 70's I dont know how long CCS stayed around, the seat design may be an indicator of year as another model they made called the super charger used the white sided seat one year as well. Another indicator for year may be the date code on the tires (if they are Carlisle-CCS did use the cheap taiwan copy tires sometimes) , It appears to still have the original big 14.5 studded on the back and 4.10 universal on the front, CCS was not as big a company as others so the tires may be a little older than the build of the bike from sitting a little bit but will probably put you real close, the engine wont as its not original to the bike.
3.5 Tecumseh, no tank on frame.
Can't believe it has the pad on the top of the sissy bar, may be stock, may not. Looks like the same material as the seat so maybe.
