Rouge

I have this Rouge frame. What are these? First guess would be fender brackets but they move up and down and it already has stationary brackets for the fenders.
The only thought I could come up with is some kind of handle to carry the bike with???
Any thoughts???

Yea that was another thought but they seem like they would have just got pushed up and out of the way and dont make since on the rear??
