Tecumseh H35 throttle linkage???

I ordered a mini bike throtlle linkage, but am trying to understand what I am missing on the current set up. I have searched and looked at several posts and photos. Here is my issue. The lever that is on there seems to be hooked up, but when i move it up and down. The throttle does not move. This is the set up.

Can someone advise what is missing?

Ok. When it is running, the throttle its self does not move or increase speed. I can move lever up and down. Engine speed stays constant.

I've used a couple of these before. They work great. The long spring pulls on the governor arm. The arm has multiple holes. You have to experiment to get the hole that allows it to idle yet gives it a lot of throttle at WOT.
You can hook your twist grip cable right up to the bracket. Use a cable stop to hold the inner throttle strained cable on the moveable arm.

So I am going to install the new throttle linkage later today. Upon inspecting the linkage and preparing for install I see there is a stop tab. I looked at several photos of of these installed and It appears that some people have this tab bent over and others left as is.
