Nevermind.. I found it..

It looks to be like a Taco Frijole series I frame.. The forks are something else.. Maybe a bird.. I'm on my way to pick it up along with a Cat 300x he has..

The frame looks like this. It's an early Taco Frijole.

I guess technically it is a early Steen Frijole, not a Taco.. 65-68 frame style..
