That will work with no governor. However, why not put the cable directly to the left lever using a clevis end? Then a mechanical link from the left lever to the carb?

What loses me is, isn't there already a Mechanical Link from the left lever to the Carb?

Working with these Brakes and Rear Wheel sucks!! I think that I finally have it, tho.

I wish that I had like 5 Hands. lol. Wheel rolls really nice. I'm sure that you can see the 3 Washers that I had to use on the Brake Band to get them to stop dragging. They finally seem to be working fine.

Trying to find pics of the set up I did like that. I think I get where you're going. I wish I didn't suck at photo edit so I could draw what I'm thinking. I know that when I was done with my snow blower throttle like yours, it was much more smooth and accurate than a minibike correct set up!
