The governor still looks intact. If it is and linked up, the governor can 'fight you' a little because it will be trying to maintain the factory set speed and not over-rev.

You can always imitate a Briggs Raptor and do a complete governor delete. This requires opening the sump cover, removing the cam driven governor gear, the paddle lever and then plugging its hole with a screw. I think I used a 1/4"-20 bolt and some sealant and I threaded the hole too because I didn't want a nut on the end. Make sure you get a gasket set for the sump cover and stack the gaskets to adjust the end play on the crank.

You could also install a stiffer spring between your throttle lever and your governor lever. Look at the way it works and you will see how to do this.

You can also "bend a tab" which puts tension on the spring/stiffens the spring too. More tension gives a higher top RPM. It's all adjustable but the knowledge is a bit arcane.... at least until the internet era. Briggs used to sell a 'bendy' tool just for the purpose.

At about 2:27 in this video, the guy points to the tab that you bend downwards for more tension on the spring, or upwards to lower the tension and lower the max RPM.

ill monitor just short bursts at full throttle. Maybe ill up grade to some ark parts or a raptor set up. I just like tinkering with it and then the test runs with the huge power gains lol.
