Baja MB 165 torque values and timing chain adjustment.

Hello from Oklahoma. First off I am not a small engine mech. So bear with me please. I just bought a BAJA MB 165 for $40. The previous owner stated that it was running less than a year ago (YEA RIGHT!!!). The carburator was in a plastic jug, well part of it was. I finally had to replace the whole carb. I then tried to start it and almost broke my wrist because the compression was very strong and pulled the starter handle out of my hand. The recoil starter then broke. I replaced the starter and tried again. The backlash was still strong. I removed the cover to the rocker arm/push rods. One of the rocker arms was out of position. I set it back in place and this took care of the recoil problem. Now the question I have is...is there a torque value or setting for the pivot bolt and the nut?? Also how do you set the timing chain? Thanks for any help.
