Cheap frame/kit, what do the smart people do?

What's the popular frame/kit for a new build? Azusa?

Is all in this kit necessary/well-priced? Frame is $150, whole kit is $325.

I wish I knew specifically which parts they are including. For instance, I would not need fold up foot pegs - I could just weld in a bar. I have done some upholstery, and could probably make a seat. Tri-star wheels are spendy. Any cheaper, simpler options? I'd be happy with a "rat rod".
