Look at the drive setup......

The Foot pedal on the right tightens up the v-belt. instead of a c clutch or TC.

We had that same set-up on a go-kart when I was a kid. Right pedal was gas, left pedal was belt tensioner, and brakes were applied by a hand lever on the right side.
