Flat 5 Honda Engine High Idle

I recently Bought a Tote Goat Mini Burro, with a 5 hp Honda Engine in it. The previous owner warned me it need carb work. I could not get the bike to stay running or idle. Luckily I had the same engine not mounted on a bike, so I took the carb off and put it on my already mounted one. I've managed to get it to idle with choke all the way out, but it takes off on me. I cannot figure out to get it to idle without getting out from under me. Please help me anyone. I've adjusted the air mixture, throttle bolt. I don't know if there is a perfect combination. Any tips will help. Thanks
