H25 will not run off idle.

I'm trying to get the H25 on my Rupp Chopper running before I proceed with my build and not matter what I try it will not run of idle. It will sit there and idle all day long but the second you give it any throttle it start to pop and sputter like it's flooding and will not come out of it. If I let off the throttle it goes back to idling just fine.

Here is what I have checked so far. I have checked and verified the timing and points gap, I've tried two different carbs, one known good and the other is brand new, no difference in the way it runs and I've tried different carb adjustments. New intake and carb gaskets and the plug is new. To me it seems to be an ignition problem. Do I have a bad/weak coil/condensor? Or what else could it be? The engine is clean and looks great inside. This one is driving me crazy! Thanks, Chad
