Please help Id and date this cart. Looks like a streaker but I’m unsure.

Its an older Carter Brothers it appears. Originally had some kind of shooting star pattern on sheetmetal under your legs from what i found researching old photos of them. Looks right, blended square and round tubing frame components. I personally remember those butterfly steering wheels in shops just couldn't recall the maker. I recall they were $499 and never got one!

thats what the art work appears to have been. Owner claimed it to be a Carter. Probrably early 80's in my opinion.
