I guess I should have said jam-nut instead of locknut, also when welding the nut to the axle plate, turn the jam-nut so the flats aren't lined up the same. This will provide spacing for the jam-nut to turn, if there aren't any obstructing for the jam-nut then it doesn't really matter. A hex-cap screw ( Allen bolt ) works better than a hex-head bolt as a stop bolt, less fumbling of tools working in a smaller area.
