I use a small air Dremel type tool with a thin cut off disk, and then smooth and sand the final shape with a small barrel sanding tool.

That Spirograph drive rear sprocket setup is pretty ornate. Haven't seen that one before.

Thanks for the pic, looks pretty complete and straight.
No clutch, that had to be a wild one! The seat looks like an early Bug to me, I may be interested if you would like to sell it.
