the housing is loose (outer part with the holes in it)?

you're question doesn't make much sense. post a pic, it will make it easier to figure out your problem.

Good the inside of that part has a bronze bushing-it absorbs motor oil-get it off -clean it up- soak it (the bronze part with motor oil, 30wt) 3 hours is best then it should be oiled about every 5 hours of use. You just give it an oiling before you store it after riding and that will let it soak up more. 5 hours of run time is a good point to clean and re-oil the chain-and change the motor oil so you can just do all 3 at the same time.

grinding? Is it 40 years old and rusty and broken springs and stuff? They get old and wear out and get sloppy and will jingle when the motor is idling, and have a crusty screachy sound kinda when they are coming in.... If it bangs and learches when it's tightening up, the drum and shoes are probably dirty and need to be cleaned with brake parts cleaner.. That bushing Duddly was telling ya about is always gummed up and nees lubed... OR worn out and needs lubed....

As long as nothing is falling of, fell off... And it works...

Run it.. :scooter:
