I new to the whole metal fabrication scene and Ive been looking at home depot and ace for some pipe to build my frame from but the prices seem ridiculous. like 10 bucks for 3'. I live in Olympia Washington, i was wondering if there is a store that sells this stuff cheaper or is that just how much it cost.

That stuff at the hardware stores is for rubes that need a hunk on Sat. or Sun. Occationally I have had to pay the price. As you live in Olympia there should be a steel supply outfit near you. Another way is to go to a welding shop, or some such business, and ask them to order you some material when they put in their next steel order. A friend in business gives me a good deal on the stuff ordered that way.
