I don't know what it is but it isn't a Rupp.

Looks like a Scat Cat

Looks like one of my Small Engine Distributors mini bikes , but it is hard to tell from the photo . I have two and one says Scat Cat on the tank , other one has a chrome tank , both have five horse engines on them with torque converter's .

Thanks to everyone. I am looking through 1000000000 mini bike pics on the web. i think when i see the rear shock and distinctive chain guard -- I will know what it is. By the way, I stripped the bike down to the bare metal and found ZERO identifying marks. I am building a bike for my daughters and will keep everyone posted.
