Take engine apart just to remove starter?

Newb here. I have inherited a chinese Coolster go kart that I want to get running for my nephew. I think the starter is bad, but I can’t pull it off far enough to get the spline out. It knocks into the engine. The engine is a GY6-150QMG/110CC.
This is what the starter looks like- Starter.
A picture of the starter on the engine is attached.

Has someone had this issue? I can’t believe I have to remove and break down the engine just to replace a starter.

Any help or pointers or links would be greatly appreciated.

Section 16 lists starter removal. It makes no sense to me but if I was looking at the engine it might.

Unfortunately, my engine seems to be in a different configuration.
“2. Remove the two bolts and remove the starter motor.”
Is not possible on my engine.

Sometimes hitting the starter with a hammer will make it spin again if the brushes are worn out or it has been sitting for a long time.

Is the starter bendix seized up, not allowing the starter to be removed?
