What is this? I thing handlebars aren't stock and I've never seen foot rests like that on a minibike

I would think those foot boards might be kinda comfortable. Reminds me of the old Police Harley's of the 60's and 70's.

Those 6" wheels set my mind to the Fox minis but the engine plate is wrong, those floorboards do look comfy tho!!...............Tom.

They were there to kinda serve as protection for the engine as well as a place to put your feet. they marketed the Trail scout version as a compact trail scooter compared to some of the big tanker trail bikes of the really early 60's. They were just open bars originally, the diamond plate is someones custom touches. That one above might have been a super flea too, you see them with and without the hoop footbar on them.
