Your clutch is off of a late 40s Moto Scoot. They called them a Rockford clutch, but I don't know if they were in fact made by the Rockford company that made many clutch systems for various stationary and small air-cooled engines. Check under Moto Scoot on US Scooter Museum. They were used on Briggs NP, Lauson TLC, and Clinton 700A engines.
So maybe I shouldn't sell it with the busted up frame that it is on. I'm gonna pull it off and try and find someone with a moto scoot so it can have a proper home.

From the two pictures I see what is there is a mismatched system the driven half looks like a Comet 20 series unit and if the front Is just a clutch it still remains just a clutch system. The only was a torque converter works is with a matched set of movable faces that make gearing changes by increasing the belt diameter on the front half and reducing the diameter on the driven half.
More pictures might be a better way to help.
