Why is my Taco 22 scrub brake pedal nearly scrape the ground?

I built a taco 22 with original scrub brake. But the first time I went to brake I noticed the pedal is very close to the ground when I press it hard enough to actually stop well. It scraped my brand new pedal cover. It has 5" rims. What can I do to fix this, I am just very confused because I find it hard to believe this is a good design. The friction pad should be closer to the wheel so I don't have to push it so far down. Was thinking maybe the plate was rewelded on imporoperly but . It doesn't actually hit the ground usually, but it is very close, maybe about .25" from the ground. I was thinking about drilling into the plate and screwing a thin plate of wood to it but not sure, just trying to find out if anyone else has this problem first. It makes me feel the need to brake very carefully and softly which could be dangerous, but its mostly just annoying
