1966 Briggs 3 HP help

Hello, still working on the 1966 Taco Burrito. Ran into a snag with the original Briggs 3 HP.

1. New Champion Plug gapped to .030"
2. New Electronic ignition with .010" air gap set
3. Carb rebuilt
4. Tank was de-scaled
5. New 30 wt oil

The engine fired up, idled, was responsive, sounded great. I continued to start it over a period of two days, started on the first or second pull. The last time I started it I let it run for a while to get warm, shut it off with the kill switch. Then it sat for a few days, I went to start it and nothing. I'm getting spark, I then thought maybe it wasn't getting fuel, poured fuel down the carb, still wont start, not even attempt to start, just spins. I got two backfires out of the exhaust, and that's it. I disconnected the kill switch, made no difference. It seems to be easier to spin when pulling the rope.
1. Do I possibly have a stuck exhaust valve?
2. Where can I find a engine rebuild manual?
3. Is a 1966 Briggs 3 HP an iron block, or aluminum with steel sleeve?
4. Looking for torque specs for the head, and sequence
5. If I remove the head, should I mill it down a bit, and if so, how much?

Any help would be appreciated, this is a Christmas gift for my Boss, and I'm getting stressed out I wont have it done.

1966 was aluminum. Cylinder could be steel sleeve or aluminum.
A translation of engine code would tell you what you have, or...you could pop the head and investigate.
