Anybody do Go-Devil's? (Fork Question)

Got a question...........Since each Fuji Go-Devil I've had has always had a working steering I'm at a loss when I try to turn my current Swapmeet Treasure Go-Devil from left to right etc.
I pulled the fork piece apart to show you what I'm talking about:

There's a keyway in the aluminum handlebar holder, and a keyway on the fork neck tube, but no kind of locking device to get the two to act as one when assembled.

Anyone know what's missing here?

It looks like some kind of rod with a key built in it might drop down in there.:shrug:
I never had one of those.

Being that it's an IMPORT you'll have to ask the Japanese. I hear they are hiding out in the Non US minibike section trying to learn from the Chinese..
