The engine brackets look like the frontmost piece may have been added, where the original two might have been for one of those really old sideways motors?
And the handlebars seem reminiscent of a utility vehicle, rather than recreational. I'd be interested in a unique project like this, but it's five hours away....

Yeah the way the hub is attached I wondered if it may have been adapted from a different use. Here too though it looks reminiscent of 1920s scooter design.
That pedal might have come from something else. The forward part was cast or forged in a factory. The rear section was welded on at a later date, that is my guess.
Also, the frame is square tube, the fork is round.
They did make them with a throttle and brake on one pedal. I bought a Cycle Scoot that is designed that way. This one looks like the lower pedal was an after thought and maybe the upper is from a Go-Kart.
