And the handlebars seem reminiscent of a utility vehicle, rather than recreational. I'd be interested in a unique project like this, but it's five hours away....

Saw this one for sale. Figured it it was homemade, but with good bending skill/tools. The rear hub set up was a head scratcher as well. A cover makes sense.
Yeah the way the hub is attached I wondered if it may have been adapted from a different use. Here too though it looks reminiscent of 1920s scooter design.

That pedal might have come from something else. The forward part was cast or forged in a factory. The rear section was welded on at a later date, that is my guess.
Also, the frame is square tube, the fork is round.
