Briggs 5hp starting and governor trouble

I picked up an older 5hp Briggs. The governor seems to be bypassed ( just the metal rod coming out of the block with a lever on it) It was on a go kart with a direct throttle cable connection to the carb. I'm trying to get this thing running right. It has one of those "easy start" plugs in it thats all gunked up. What is the correct plug for this engine? Do I have to mess with the governor at all if its no being used?

The model # on the engine is 130232

The code on it is 78100407

Hopefully the gov was removed and you might want to take the side cover off and see if theres a plastic gear on the inside of the cover. Not good to have it in there if not connected.

Plug would be a Champion J19LM, they come in standard and short depending on you frame clearance.
