Briggs Raptor help!!!!

Hope you guys can help me .........
I had an older briggs flathead that ran ok but smoked and leaked oil, so I bought a raptor block,crank,piston and rings on ebay. The block is 30 over and lifter area is welded for strength, its also mildly ported and has pockets cut for valve springs. I used my old flywheel, cam and head for this new motor and cannot get it started. Ive checked valve clearance and flywheel key. All I'm getting is a few pops and backfires through the carb

Yes but its a tilly hl263 that I got along with the old motor, Ive also rechecked the timing marks and there right on. I'm lost........

Sounds like you know what your doing.
Maybe the valves are not sealing good at the seats?
How long is your intake?

It sounds like the timing, but you said it'a good.
Also check to see if your getting enough fuel. Or even spray starter fluid into the carb, then try it.
