Briggs shut off wire

My B&S toro leaf blower won't shut off-I'd done some work last fall and forgot where to hook this thin wire that I suspect shuts down the motor. Help?

Also, when I grab the front shaft, and pull in and out, it moves quite a bit. I'd put in new bearings...what the hek?

The kill switch wire goes behind the recoil starter on the back of the coil. You should see a small metal tab that the wire hooks on to. And when you say front shaft do you mean the recoil starter?
