In the picture it looks like there are cuts in the end of the exhaust pipe. What effect does this have on sound and performance? Or are they there for a different reason? Haven't seen that before.

Price is on point. I paid $400 to have a friend build this for me. Pic is from mock up so he can get the fork welded. Price was for the frame and rear axle setup.
