2 items to check: No.1, there is a key in the shaft? No.2, Find a pic of all the springs and the pads. Compare to make sure all the parts are there. If the pads or linings look very worn, they are. Buy a fresh clutch and be done.
Why is the clutch so far off the crankshaft? That thing should be seated snugly against the machined step on that crank. Good chance you are just spinning the crank inside the clutch bore. Double check that situation and verify the key is still in there. You should also have a bolt holding the clutch in place.
