Its far from Street Legal ... no lights & tires are not DOT approved for street use are 2 glaring issues.

There are a few mods like jackshaft kits or grafting a better motor on it.

would the engine 79.5cc be able to have a air filter/mufflers? What about a torque converter? anything to get this going from 20 to 30 mph

If your talking about improving performance the 79.5cc motor is the real weak link ... for your performance dollar replace it with a Harbor Freight Predator ... its been done many times and for good reason ...

A improved air filter and muffler would cost ??? $$40 ??? and would give you little to no noticeable improvement in performance.
A New Predator at about $100 would by comparison "blow your hair back" and that is the cheapest mod you can do to gain anything close to a performance increase.

A $100 Chinese torque-a-verter will give you more low end and more speed but it wont compare to a new motor.

If I'm wrong on my assessment I assure you someone will come along and correct me ....

Buy a new motor ....
