What is this?

Looks like a modded Scat Cat, but the top tubes aren't right.

They had small wheel models and those are Scat Cat bars on those forks without a doubt. I know a guy who uses a hardtail frame with those same bar mounts and looks like the same one as this odd duck without the modifications. The seat mount is angle iron and not original to the bike and the shocks are added obviously, looks like hell.

Front lower forks were welded on. Top tubes are wider than the Scat Cat and it doesn't seem to have the supports that run along the bottom under the frame below the motor mount. I thought I saw a frame like this before with shocks though.
