Problems with drum brakes

First time was on a Herters. I could see the shoes expanding but would not stop under power. I put new shoes on but problem persists. Now this Taco 44 I am setting up for my grandson has the same problem and I have the adjustment very tight. Have the same problem on the VT8-12 front brake bike that I am setting up for my son even thought it has a band brake I wanted to get the front brake working. I may end up putting a band brake on the Taco even though they tend to be grabby. Any ideas?

Clutch brake on the engine. We have had them on a couple of bikes and love them. Personally, I have yet to find a drum brake on a minibike that really works well. They seem to "slow you down" more than "stop" you.
