Rupp brake help

I think this is called the brake cam. This is from a rupp Scrambler/Roadster. Question is............Is this suppose to come out/removeut:

I'm not real certain off the top of my head, but I have a brake down in the garage. Let me go look.

Yeah, pretty sure that actuates the brakes.

Mine is from a 1970 and has a flat pad on both sides of the brake cam. It looks like it slides out once the nut is removed from the topside, but it can't slide out through the topside, just the bottom side. I hope that makes sense.

It is suppose to actuate the brake but it is locked up. I want to take it out if it is removable.

If it's like the 1970, remove the nut from the top and it should slide out towards the inside. It might need some gentle tapping -- just be sure the nut is on it so you don't bugger up those threads.
