70’s Mini bike for sale. What is it?

I saw this on Facebook Marketplace place today and thought it looked interesting. Maybe a good one to restore? the guy is asking 300. It’s in CT. any idea what it is

I would 'touch it up' only on the handlebars/fork and polish the chrome. Not enough survivors around these days. Nice find though.
