8hp Briggs and Stratton help?

I just bought my first bike the other day with an 8HP Briggs and Stratton motor. It starts up fine and will idle perfectly for hours, but once I get on it full throttle for half a minute it begins to sputter and then dies. any ideas why? I was told it could be carb related.

There's a restriction in the fuel petcock or fuel line, maybe even the needle and seat. Does it have a filter?

This is how it sits now, except the chain is back on. All the fuel lines were clear, what exactly is the needle and seat? Also, the previous owner put the gas tank on with zipties and doesn't appear to be at the right angle, it looks like all the gas would go to the back and not the front where the line is. Could that have something to do with it?

So is the line to the carburetor the line we see coming from the top of the tank?
The needle and seat are inside the carb, and control the fuel level in the fuel bowl.
