Expanded metal side guards

This is my first post so I hope I get things right.
I picked up this bile at a garage sale last weekend and I wondered if anybody might know what it is.

it sort of looks like one in a reno.craigslist ad. That's why I labeled the image as a pakjak. I was told it was a military bike but from what I can find that seems unlikely.

What I am interested in finding out is what kind of transmission it has and how it works. Did anybody besides Cushman build transmissions back then? whenever when was. I have some other images of the trans.

Did Tote Gotes have the expanded metal on the sides?

Yep Tote Gotes have expapnded metal sides. So did several other brands of trail scooter.
Looks like one of the later pakjaks
